Youssef Ouaghlissi is an Algerian critic from the province of Skikda in eastern Algeria. He worked in print media, working his way up from a media coordinator to editor-in-chief in 1995. He left the media to work as an assistant professor in the Arabic Language and Literature Department at the University of Member of the Arab Narrative Laboratory at the University of Constantine. He was also a member of the Algerian Writers Union and is a founding member of Ebdaa National Cultural Association. Since 1996, he has been a member of the Arab Narrative Lab at the University of Constantine, and participated in dozens of national and international forums.

When his soul left his body and this world, he left a house for poetry, a place for his things, and walls where the poetry he loved would remain. The Bahraini poet Ibrahim Al Arrayed, and all those who (followed) him in his literary journey and translated works, were retained by the Sheikh Ebrahim bin Mohammed Al Khalifa Centre for Culture and Research in his city which he belonged, Manama. For it was the house of fame, as the first among the homes of cultural centers outside the city of Muharraq.
